Melanie Taylor has worked in various roles at Burke since 1986. Most recently, in 2019 she became our Chief Executive Officer. She is responsible for organizational planning, operations, budgeting, supervision, and monitoring of the organization. She holds a Bachelor of Science degree in Rehabilitation and a Master of Science degree in Business Management. She is currently working on a second Master's degree from Texas A&M in Non-Profit Public Management. Mrs. Taylor is a member of the Society for Human Resource Professionals, the Mental Health Corporations of America Human Resource Consortia, and the Executive Directors Consortium of the Texas Council of Community MHMR Centers, Inc.
James P. Smith, Ed.D. started with Burke in 2002 as a service director in the child and adolescent mental health division. Since then he served as the director of mental health operations before being appointed to his current position as the Chief Clinical Officer. In this role, Dr. Smith provides program oversight for adult and children's mental health services, developmental disability programs, and early childhood intervention services. Dr. Smith holds a Master of Arts degree in Counseling and a Doctorate in Counseling Psychology. Dr. Smith is an active member of the Texas Counseling Association where he has held several board positions.
David Baker has worked for Burke in Financial Services since 2012. He has served as comptroller, director of reimbursement, and director of financial services during his time at Burke, and in 2018 was appointed Chief Financial Officer. He is responsible for the functions of billing and collections, managed care, accounting, and accounts payable. Mr. Baker has a Bachelor of Science degree, a Master of Business Administration degree and is a licensed CPA. Mr. Baker is a member of the Texas Council CFO Consortia and serves on the Texas Council Managed Care Steering Committee.
